  24.             The Computer Incident  Advisory  Capability  (CIAC)  of  the
  25.             Department of Energy (DOE) is located at the Lawrence Liver-
  26.             more National Laboratory in Livermore, California.  CIAC  is
  27.             the  DOE  crisis center for the handling of computer related
  28.             security incidents.  CIAC rapidly  investigates  reports  of
  29.             possible computer system penetrations, computer viruses, and
  30.             similar problems.  Stopgap software solutions  are  provided
  31.             in  real-time  while  robust binary and source level patches
  32.             are developed.  CIAC distributes information about  computer
  33.             related  threats  to  sites  that may be vulnerable to those
  34.             specific threats. CIAC  also  retains  systems  consultants,
  35.             applications  specialists, and research scientists to assist
  36.             researchers in the security arena.

  40.             CIAC facilities are accessible via the  Internet  for  elec-
  41.             tronic mail and file transfer.

  45.             CIAC is primarily for the use of the DOE community,  but  is
  46.             also  available to cooperate as needed, and as available, in
  47.             major security incidents involving other organizations.
